Dear Mr. Villagran, Mr. Villagran, Ms. Cooke, & Mr. Deegan,
This letter constitutes an official written letter of censure from the Washington Area Girls Soccer League Rules & Discipline Committee to the FREE Wolverines, U14/D2 for a violation WAGS Rule K.10. On November 2, 2010, a hearing was held in which a plan of action by the FREE Club was to be submitted to the Committee by December 15, 2010. On December 20, 2011, five days after the stated deadline, the R&D Director sent a reminder email to all involved that the plan of action was not received. The team manager of record responded that a plan of action would be provided to the Committee by the end of the week. A plan of action was not submitted which required this Committee to conduct another hearing on the matter.
The Committee is very disappointed that FREE Wolverines U14/D2 failed to submit a plan of action detailing steps the Club would take to ensure that the FREE Wolverines AC expands his professionalism and knowledge of youth soccer, especially his understanding of, and his agreement to adhere to WAGS Rules and Procedures. This plan was to demonstrate preventative measures that will be taken by the FREE Club to ensure that the FREE AC does not disagree with a referee’s decision in an inappropriate manner.
Based upon testimonial and documentary information received, and considered by the Committee at the March 21, 2011 hearing, the Committee believes that the FREE Wolverines AC and FREE Club did not comply with the Committee's initial directive to provide a plan of action. Although the Committee appreciates the copy of the FREE DOC memo outlining the agenda for a future meeting to be held prior to the spring season with the coaches educating them on proper conduct, professionalism and behavior in regard to match officials, the Committee does not feel this fulfills the requirement of a plan of action specific for the Wolverine AC.
After deliberation, the Committee directs the following:
The FREE Wolverines AC is suspended for the first League game for the FREE Wolverines or any other WAGS team. This suspension will continue for sequential League games (game#2, game#3, etc.) until the WAGS' R&D Committee Chairman notifies you in writing that the following conditions are fulfilled by submission of acceptable documentation as follows is received by this Committee.
The FREE Club must return a comprehensive plan of action to include but not limited to:
1.Signed documentation attesting to the AC’s attendance at the FREE DOC training mentioned above.
2.Documentation of the training received during this meeting. Documentation may be in the form of handouts or meeting minutes.
3.A copy of the WAGS Coaches’ Code of Conduct signed by the AC.
4. Submission of the names of FREE club official(s), not affiliated with the team, who will attend in person, the first two WAGS' games of the FREE Wolverines that the AC is permitted to coach (after receiving written permission as stated herein, to insure that the AC displays proper conduct and professionalism.
The FREE Wolverines U14/D2 may appeal this decision by the WAGS R&D Committee. Please refer to section O.2.c, “Protest and Appeals Procedures” in the WAGS manual.
