Meeting Notes
 
Penalty Points Accumulation - SYC Galaxy U16 D1 - 15 Total Penalty Points ( 8 Current + 6 Carry Over )
Team Members Present: Head Coach,  WAGS Club Representative, Player # 75, Parent.
 
The Committee granted the U-16 D1 Galaxy a rehearing from the Fall 2005 season based on the fact that the Head Coach and the Assistant Coach were deployed until further notice.  
 
The Head Coach started out by thanking the Committee for allowing a rescheduled hearing. After reviewing the U-16 D1 SYC Galaxy penalty point accumulating from the Spring 2004, Fall 2004 and current points, the meeting began.  The Head Coach proceeded to review a power point presentation that he had developed.
 
He stated that the team philosophy is to not get yellow cards, and that their goal is to get the sportsmanship award after every season.  He also testified that the team reviewed and signed a Code of Conduct.  He added that he instituted a plan which included cutting playing time for any player that received a card, but that he could not implement his plan of action because most of the times he had only 1 or 2 substitutes and he felt sitting a player would jeopardize the outcome of the game.  The Head Coach continued by saying he felt he needed to begin sitting players even at the risk of losing a game.
 
The Committee commended the coach for taking that position.  The Head Coach also felt concerned that his players had lost their fear of referees and expressed his needing to change their perception of referees. 
 
Player # 75 was given the opportunity to explain her penalty points in which she did, highlighting that it was not her intention of hurting anyone.
 
The Committee thanked all team members present for attending this hearing, nonetheless, the Committee feels that respect needs to be imposed in lieu of fear and wished that the Head Coach would have implemented his plan of cutting playing time regardless of the number of substitutes he had when the opportunity developed.  The Committee also expressed concerns with the U-16 D1 Galaxy establishing a history of penalty point accumulation. 
 
DECISION:
 
After deliberation, the Committee agrees to:
 
Player # 75 must sit out the next WAGS game.  Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player sits out.
 
The SYC Galaxy is assessed a fee equal to half of a WAGSL league fee. The check must be received by the WAGSL R&D Director no later than August 10th, 2005. If the fee is not paid, all SYC teams affiliated with WAGS and participating in the Fall 2005 season will be denied the privilege of having home games for next season.
 
The SYC Galaxy Head Coach must attend the next Positive Alliance Coaching course.  Proof of attendance must be mailed to the WAGS R&D Director.
 
All SYC Galaxy players and team officials are to develop and sign a Code of Conduct. A signed copy   must be mailed to WAGS R&D Director no later than 1 week prior to the first Fall 2005 WAGS game.
 
The SYC Galaxy were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

Penalty Points Accumulation – SWYA Lightning U16 D2 - 15 Current & Total Penalty Points.
Team Members Present: Head Coach, Manager.
 
The Head Coach started out by pointing out that he does not promote dirty play.  He added that his team is made of players that play a physical type of game, and that most of the times, the cards are due to errors in judgment and the heat of the moment.
 
In regards to Player # 20 and her accumulation of cards, he stated that he gave her more responsibilities in hopes that she would take more of a leadership role, lead by example, and therefore cut down on the number of cards she usually receives, in which she has.  He also acknowledged and apologized for the yellow card he received.
 
He ended up saying that he was not aware of the numbers of Penalty Points his team received until he received the Hearing Notice from the WAGS R&D Committee.
 
The Committee appreciates and thanks the Head Coach and the Manager for attending this hearing.  Nevertheless, the Committee is disappointed based on the fact that not one player that received a card during the past season was present to discuss their penalty points.  Furthermore, the Committee is very concerned with the type of Penalty Points accumulated.  Nine of the team’s fifteen penalty points were for “dissent”. Coaches and players must understand that we live in an imperfect world, and field play will often be viewed differently by opposing players, parents, and coaches / team officials. However, judgments by the referee and their assistants must be respected and unquestioned except in the case of misapplication of the Laws of the Game.  And in that event, there are specific and appropriate actions that should be taken.  Fifteen points in one season is a significant accumulation, a very serious matter that the Committee will not tolerate
 
After deliberation, the Committee directs the following:

The SYA Lightning is assessed a fee equal to a full WAGSL league fee. The check must be received by the WAGSL R&D Director no later than August 10th, 2005. If the fee is not paid, all SYA teams affiliated with WAGS and participating in the Fall 2005 season will be denied the privilege of having home games for next season.
 
The SWYA Lightning U16 D2 were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

Penalty Points Accumulation – LMVSA Patriots U19 D1 - 18 Current & Total Penalty Points.
Team Members Present: Head Coach, Assistant Coach, Manager, Players, Parents.
 
The Head Coach started out by saying that he was embarrassed for having to come before the WAGS R&D Committee for the accumulation of Penalty Points his team received.  He continued by adding that he accepted responsibility for all the points, and that he offered no excuses.
 
All players present explained their cards, including player # 16, who also apologized for all the Penalty Points she received.
 
The Head Coach ended up by sharing his plan of action with the Committee, which included the development and signature by all members of the team of a Code of Conduct, have a referee come to watch some of the team’s games and advice on possible solutions to eliminate Penalty Points, and have players sit out additional games for each card received.
 
The Committee appreciates and thanks the Head Coach, Assistant Coach, Manager, as well as all players and parents for attending this hearing. The Committee acknowledges and commends everyone for being forthcoming, nevertheless, the Committee is very concerned about the extremely high amount of Penalty Points accumulated. Eighteen points in one season is a significant accumulation, a very serious matter that the Committee will not tolerate

The LMVSA Head Coach is suspended for the next WAGS game.  Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player / coach sits out.
 
The LMVSA Patriots U19 D1 were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

Penalty Points Accumulation – BSU Magic U17 D2 - 13 Current & Total Penalty Points.
Team Members Present: Head Coach, BSU WAGS Representative.
 
The Head Coach offered no excuses for all the Penalty Cards his team received, including an explanation of the Red Card Player # 3 earned.
 
His plan of action to remedy this accumulation includes removing a player from a game as soon as that player receives any type of card.
 
The Committee feels extremely disappointed and most disturbed that only the Head Coach and the Club Representative attended the hearing on behalf of the BSU Magic. The Committee would have seen proper that the players that received Penalty Points were in attendance to discuss the penalty points they received.
 
After deliberation, the Committee directs the following:

The BSU Magic is assessed a fee equal to one half of a WAGSL league fee. The check must be received by the WAGSL R&D Director no later than August 10th, 2005. If the fee is not paid, all BSU teams affiliated with WAGS and participating in the Fall 2005 season will be denied the privilege of having home games for next season.
 
The BSU Magic U17 D2 were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.
