Meeting Notes

Penalty Points Accumulation – ABGC Dragons U17 D4 - 24 Total Penalty Points ( 18 Current + 6 Carry Over )

Team Members Present: WAGS Club Representative ( Outgoing ), WAGS Club Representative ( Incoming )

The WAGS Club Representative informed the Committee that the team was dissolving, and that the majority of the players were going to the VIST Wildthings.  Players jerseys # 00 and 20, who accounted for 14 of the team’s 18 Penalty Points for the Spring 05 season, expressed that they were retiring from soccer. Nonetheless, they are scheduled to guest play for another WAGS higher division team during the summer.

The Committee thanked both WAGS Club Representatives for attending the hearing, however, the Committee would have seen proper that the Head Coach and the Assistant Coach as well as the players that received Penalty Points, especially players jerseys # 00 and 20, were in attendance regardless of their personal future plans. Twenty Four penalty points in one season is a significant accumulation, a very serious matter which the Committee will not tolerate. Furthermore and foremost, the Committee feels extremely disappointed and most disturbed that only the Club Representatives attended the hearing on behalf of the ABGC Dragons.

After deliberation, the Committee directs the following:

Players # 20 and # 00 must sit out the next three ( 3 ) WAGS games should they be rostered in the future with any team affiliated with WAGS. Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player sits out.

The ABGC Dragons are assessed a fee of US$ 350.00. The check must be received by the WAGSL R&D Director no later than August 10th, 2005. If the fee is not paid, all ABGC teams affiliated with WAGS and participating in the Fall 2005 season will be denied the privilege of having home games for next season.

The ABGC Dragons were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

Penalty Points Accumulation – MATT Team America U17 D1 - 19 Total Penalty Points ( 13 Current + 6 Carry Over )

Team Members Present: Head Coach, Players, Parent.

The R & D Director excused herself for this hearing

The Head Coach, a former professional player, expressed that he was sorry for having to come before the Committee for the Penalty Point accumulation his team received during the past season.  He added that he takes this hearing very seriously, and that he had all his players sign a Code of Conduct.

All players in attendance explained the cards they each received.

The Committee appreciated and thanked the Head Coach, as well as the four players and parents for attending this hearing. Nevertheless, the Committee sees the development of a pattern of Penalty Points accumulation, no improvement based on last season’s experience, and foremost, the Committee feels that, even though all players explained their cards, none of them took full responsibility for their actions. Coaches and players must understand that we live in an imperfect world, and field play will often be viewed differently by opposing players, parents, and coaches / team officials. However, judgments by the referee and their assistants must be respected and unquestioned except in the case of misapplication of the Laws of the Game.  And in that event, there are specific and appropriate actions that should be taken.  Nineteen points in one season is a significant accumulation, a very serious matter that the Committee will not tolerate

After deliberation, the Committee directs the following:

Player # 5 must sit out the next WAGS game.  Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player sits out.

The MATT Team America Spirit is assessed a fee equal to a full WAGSL league fee. The check must be received by the WAGSL R&D Director no later than August 10th, 2005. If the fee is not paid, all MATT teams affiliated with WAGS and participating in the Fall 2005 season will be denied the privilege of having home games for next season.

The MATT Team America U17 D1 were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

Penalty Points Accumulation – MCSA Vipers U15 D4 - 12 Total Penalty Points ( 6 current + 6 Carry Over )

Team Members Present: Manager, Assistant Coach, Players, Parents.

The Manager started out by reading a letter from the Head Coach, who could not attend the hearing.  The Head Coach apologized for the accumulation of Penalty Points he received during the Fall 2004 season and added that at the end of that season, he met with the Manager and Assistant Coach and agreed to have a portion of his coaching salary based upon on him not receiving any penalty points in a given season.

The Assistant Coach stated that, in his opinion, “… the referees are not up to par, that there are too many center Referees that are out of shape, and too many young Assistant Referees that do not know what they are doing …”

All players present explained their cards.

The Committee appreciated and commended the MCSA Vipers U15 D4 for being forthcoming and taking full responsibility of the Penalty Points, nonetheless, this Committee sees a trend in increase of Penalty Points and hopes that the team develops and implements a plan of action to remedy this situation.  The Assistant Coach was encouraged to take responsibility for his team’s actions and not to place blame on the referee.  He was informed that referees are part of the game and without them; our girls would not have the opportunity to play.  The encouragement was acknowledged.

After deliberation, the Committee decided that the MCSA Vipers deserve no further sanctions other than this Letter of Censure.

In closing, please know that the MCSA Vipers will carry over 3 penalty points for the Fall  2005 season.

The MCSA Vipers U15 D4 were informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.
