D. REGISTRATION
3. Player Eligibility and Team Composition Motion passed
a. For U-12 through U-16, the team rosters shall not have more than eighteen (18) youth players on the team roster at any given time during the seasonal year. For U-17 and older teams, the roster may have up to twenty-two (22) youth players on the team roster at any given time during the seasonal year. The game day roster (WAGS Game Report Card) shall have a maximum of eighteen (18) players. Every team roster shall have a minimum of seven (7) players on the roster at all times.
2. Beginning in the Fall 2006, for U-9 and U-10, a maximum of twelve (12) eligible players may be listed on a roster at one time. See Section 3.a for additional requirements.

4. ADD: U-9/U-10 Player Development
a. Beginning the Fall 2006, the U-9/U-10 age group will play 7v7.
b. No seeding, scores, or standings will be published until the U-12 seasonal year.

7. WAGS Provisional Roster Housekeeping
c. The WAGS Provisional Roster is for WAGS League play ONLY!! All players on a Provisional Roster must have a USYS Player Pass. There shall be a maximum of eighteen (18) twenty-two (22) players for U-17/U-19 age groups with no deletions to the Roster. No changes to the WAGS Provisional Roster are permitted after the season begins.

U-9 Age Group

NO player shall be registered who was born on or after August 1, 1997. All WAGS U-10 teams may have no more than two (2) under-aged players. must have a minimum of seven (7) players born August 1, 1995 through July 31, 1996. ADD
U-11 Age Group
NO player shall be registered who was born on or after August 1, 1996. All WAGS U-11 teams must have a minimum of seven (7) players born August 1, 1994 through July 31, 1995.

G. DIVISION SIZE & STRUCTURE Housekeeping
The WAGS Board of Directors shall determine Division Structure
prior to each season with the goal of providing balanced
competition in each Division. Divisions in the Age Group of U-13 shall have 10 teams.
1. Division size
a. Beginning in the Fall 2005, U-13 and above shall have no more than 50 teams.
b. The U-9 through U-11 Age Groups shall have no limits on the number of teams entered except for limitations placed on clubs by G.2. below.
c. Age Groups which presently have more than the maximum number indicated above will have teams dropped in accordance with G.3. below.
2. Each club shall be allowed a maximum two (2) teams in each Age Group. Beginning in the Fall 2005, a club may petition the WAGS Board of Directors to add an additional EXISTING WAGS team to their club. Teams from Clubs with presently more than two (2) teams in an Age Group will be allowed to remain in WAGS. Clubs may only add a second team to an Age Group or Age Group Waiting List if its existing team in that same Age Group is currently playing in one of the top three (3) divisions. If a Club’s two (2) teams are in the top three (3) divisions, they may request a waiver from the WAGS Board of Directors to add a third team to a waiting list. In the U9 through U-11 Age Groups, play will be non-result oriented with no seedings, scores, or standings being published for the entire U-11 seasonal year. No team will be relegated at the end of the U-11 seasonal year until the end of the U-12 seasonal year. Beginning in the Fall 2005, no club may enter a new U-12 team into WAGS unless that Club has a rising U-12 team that participated in WAGS league play for the entire U-11 seasonal year. The exception would be for a new club entering WAGS. Scores will be kept in the 2005 Fall season for the purpose of seeding the teams in the Spring season of the U-12 age group. In the U-12 age group, scores will be kept in the fall seasn for the purpose of seeding the teams in the Spring Season. No wait list will begin prior to the completion of the U-12 seasonal year.

Beginning in the Fall 2004 season and at the close of each Season, Each Age Group (except U-11 U-9 through U-11) will drop a maximum of five (5) teams from its lowest division, provided however that there are sufficient teams on the Waiting List to bring the Age Group up to its maximum size [ 50 teams]. If an Age Group with a Wait List has less than 50 teams during a season, the lowest teams will be dropped to bring the Age Group size to no less than 45 teams and teams added from the Wait List to bring the Age Group size up to 50 teams for the next season. If there are less than 50 teams entered by the League Entry Date in an Age Group with a Wait List, the age group shall be increased to 50 teams by adding teams from the Wait List. The Clubs of the Wait List Teams thus added must furnish entry forms and checks to the League Office within one week of being notified to acceptance by the League.

4. Teams in the U-11 U-9 through U-13 Age Groups are expected to play both Seasons each seasonal year. Any team in these Age Groups not playing a Season must reapply as a new team through the Waiting List.
5. Beginning in the Fall 2004 season, the U-9 through U-11 Age Groups entry will be unlimited except that no club can enter more than two (2) teams.
a. No teams will be dropped at the end of the U-11 season. If the U-12 division reaches 50 or fewer at the end of the Spring Season, notification of establishment of the Wait List will be sent out on June 15th. Applications received by the WAGS Office between that date and July 1st. following will be entered onto the Wait List by lottery. Application received after July 1st will be added on a first come basis, with a lottery determining the order of applications received on the same date.

5. Referee No-Show
a. If the WAGS President (or designee) and/or Club Rep is notified that a referee is not available for a match, every effort will be made by WAGS and both Club Reps to find a referee. If within three (3) hours of kickoff, a referee still has not been located and the teams cannot mutually agree on an emergency referee, the WAGS President (or designee) may cancel and reschedule the game.
b. In the U-9 and U-10 if an assigned referee fails to appear within fifteen (15) minutes of the scheduled kick-off time, and the opposing coaches mutually will agree to on an emergency referee. The game shall be played and the results of the game shall be official (please denote on the Game Report Card the use of an emergency referee). If the opposing coaches are unable to agree on an emergency referee, the home team will notify the Division Coordinator or the WAGS President no later than 7:00 p.m. of the same day. THE GAME WILL BE RESCHEDULED BY THE WAGS PRESIDENT OR SUCH PERSON DESIGNATED BY THE WAGS PRESIDENT. The game will be played in its entirety. The use of an emergency referee will be denoted on the Game Report Card. If the opposing coaches cannot mutually agree on an emergency referee, the game will not be rescheduled.
