League Rules- Fall 2005

 

A.    GENERAL page 1

 

5.     The USYS Registration Pass is for the seasonal year, September 1, 2005 to August 31, 2006.

4.     U-11 Player Development (Housekeeping)

                a.     Beginning the Fall 2004, the U-11 age group will play 8v8.

                b.     No seeding, scores, or standings will be published for the entire U-11 seasonal year.

                c.     WAGS matches will be played on dual fields to allow all players to participate. (example:  Squad A of Team A plays Squad A of team B while on the other field, Squad B from Team A plays Squad B from Team B)    

                d.     In cases where a team does not have a full complement of  16 players, the numbers will be adjusted on the field.  The numbers will never exceed 8v8.  To ensure that all players have sufficient opportunity to play, no team with  12 or more players will be required to play with less than 6 players per squad.  Within these limits, each team must divide its players present into two (2) equal sized (or as close as possible) squads.

                e.     U-11 teams will be required to have a minimum roster of 12 players and a maximum roster of 18 players.

                f.      At half time, squads may switch opponents.

                g.     (C) Beginning in the Fall 2005 season, WAGS will eliminate the dual field concept

        Under 19        Players born on or after August 1, 1986                   Under 14  Players born on or after August 1, 1991

        Under 18        Players born on or after August 1, 1987                   Under 13 Players born on or after August 1, 1992

        Under 17        Players born on or after August 1, 1988                   Under 12 Players born on or after August 1, 1993

        Under 16        Players born on or after August 1, 1989                   Under 11 Players born on or after August 1, 1994

        Under 15        Players born on or after August 1, 1990

 

NO player shall be registered who was born on or after August 1, 1996.  All WAGS U-11 teams must have a minimum of seven (7) players born August 1, 1994 through July 31, 1995.

 

G.    DIVISION SIZE & STRUCTURE    (Housekeeping)

 

The WAGS Board of Directors shall determine Division Structure

prior to each season with the goal of providing balanced

competition in each Division.  Divisions in the Age Groups from U-12 and U-13 shall have 10 teams.

 

1.                    Beginning in the Fall 2004 season and at the close of each Season, each Age Group (except U-11 and U-12) will drop a maximum of five (5) teams from its lowest division, provided however that there are sufficient teams on the Waiting List to bring the Age Group up to its maximum size [ 50 teams]. If an Age Group with a Wait List has less than 50 teams during a season, the lowest teams will be dropped to bring the Age Group size to no less than 45 teams and teams added from the Wait List to bring the Age Group size up to 50 teams for the next season. If there are less than 50 teams entered by the League Entry Date in an Age Group with a Wait List, the age group shall be increased to 50 teams by adding teams from the Wait List.  The Clubs of the Wait List Teams thus added must furnish entry forms and checks to the League Office within one week of being notified to acceptance by the League. C.    CLUB ENTRY AND OBLIGATIONS (page 1)

 

c.   (ADD)  Any club not providing sufficient fields (1 field for every 4 WAGS/NCSL teams) will not be permitted to enter any new teams to the wait list.  Any clubs with teams currently on the wait list will have their team held until the field requirements are met.

REASON:  Clubs are not submitting sufficient fields for the number of teams entered into the league.

 

Amendment:  move to C.2.a c.   (ADD)  Any club not providing sufficient fields (1 field for every 4 WAGS/NCSL teams) will not be permitted to enter any new teams to the wait list.  Any clubs with teams currently on the wait list will have their team held until the field requirements are met   Approved

 

Amendment to the motion:  (ADD) One field is defined as five (5) game slots

D.    REGISTRATION (page 2)

 

3.     Player Eligibility and Team Composition

 

a.        For U-12 through U-19,a maximum of eighteen (18) eligible players may be listed on a roster at any time.  Each player listed must be registered with the State Association in accordance with US Youth soccer Policy 201 Section 201 Section 1.  A minimum of seven (7) players must be listed on a  roster in order for a team to be duly constituted.   (DELETE)

 

a.        (ADD)  For U-12 through U-16, the team rosters shall not have more than eighteen (18) youth players on the team roster at any given time during the seasonal year.  For U-17 and older teams, the roster may have up to twenty-two (22) youth players on the team roster at any given time during the seasonal year.  The game day roster (WAGS Game Report Card) shall have a maximum of eighteen (18) players. Every team roster shall have a minimum of seven (7) players on the roster at all times.   Motion Passed

5.     Transfers and Adds (page 3)

 

e. 1.   A player rostered on a sit-out list team may transfer to another WAGS team during that season.     Motion Failed

 

g.  If a team disbands, the coach of that team must turn in the Official State Roster and USYS Player Passes to the designated Registrar.  Notification must also be given to the WAGS President.  Players of a disbanded team are USYS registered players and those that wish to play with another team are considered to be transfers and should be performed in accordance with the rules set forth in the WAGS Registration Manual. (Add) If a team disbands during the WAGS season, any player may then transfer after all paper work is turned into the appropriate Registrar.      Motion Passed

 

REASON:  Permitting players to play

       

   Change to read:  If a team disbands, the coach of that team must turn in the Official State Roster and USYS  Player Passes to the designated Registrar.  Notification must also be given to the WAGS President.  Players of a disbanded team are USYS registered players and those that wish to play with another team are considered to be transfers and should be performed in accordance with the rules set forth in the WAGS Registration Manual. If a team disbands during the WAGS season, any player may then transfer after all paper work is turned into the appropriate Registrar.

b.     For SATURDAY and SUNDAY games, a Club Representative may judge fields under their responsibility to be unplayable due to weather or other conditions.  If Club Representatives designate fields unplayable, it shall be their responsibility to notify (call) the WAGS President (or designee) AT LEAST three (3) hours prior to kick-off.  Club Representatives are responsible for notifying their coaches as well.  The home team coaches must the notify (call) their opponents and Division Coordinator.            Motion Passed

 

REASON:  Email notification not reliable for a notice less than 24 hours.

7. Sidelines All Age Groups (page 10)

               

b.  (ADD) and across from their team bench.  They will remain there for the duration of the game.   Motion Failed

 

 

K.          FORFEITS (page 10)   Motion Passed

REASON:  May not receive email in a timely fashion

In addition, the forfeiting team MUST notify, by phone and in writing (email) the League President and their opponent 24 hours prior to the scheduled game time.  Failure to do so may result in disciplinary action by the R & D Committee and may also result in a fine equal to that of a complete games fees.

 

9.         a.  (ADD) If notification is less than 24 hours, the home team MUST have a team representative at the original site until game time.   Motion Failed

 

REASON:  The short notice may make it difficult to notify the players/parents of the field change

 

15. (Add) Any  team not in compliance with WAGS Rule D.3, will forfeit that game.  The game will be entered in  the standings as a 0-3 loss for the forfeiting team.  Motion Passed

 

REASON:  Consequences for having an illegal player on a roster. These consequences are already in affect.  We are just clarifying the rules.
